On July 13, 2007 our 4-year-old son Christian drown at a Sturbridge town run camp. We have started a non Profit organization in the loving memory of our son to provide life jackets to all children at all camps, lakes, beaches and pools across the state of Massachusetts as well as Christians Law.

About the CEF Foundation
The CEF Foundation is named for Christian Earl Frechette, who died in July of 2007, due to the law that considers Life Jackets “toys” in most States. Christian was only 4 years old and this was his first day of camp. Within 2 hours my precious son was gone. As stated in our mission below, this can’t keep happening to our children. He was an amazing son and through his loss I have dedicated my life to Drowning Prevention, Education and policy making.
The foundation will work to develop partnerships throughout the United States and the World to prevent drowning. This includes Swim Schools, Teaching foundations, Life Jacket Manufacturers and lawmakers to ensure the Number of drowning decreases as our partnership INCREASES.
Life Jacket Loaner Programs
The Foundation has developed a program with SafeKids USA and PFD manufacturers to provide loaner stations and jackets at pools, lakes, rivers, wherever children swim to ensure that those that don’t have one or those that can’t afford one will not be lost to drowning because of their financial situation or forgetting to pack a PFD.
Free Life Jackets
The Foundation has developed it’s core principle where NOT ONE MORE CHILD DROWNS. We have set up will life jacket manufacturers a very low cost to purchase life jackets to provide those that cannot afford a life jacket a way to do so. Saving a child from drowning should never have to be a financial question.
Currently we have Christian’s law in 3rd reading at the Massachusetts House. Once this is passed ALL children in Massachusetts that attend camp are required to take a swim test and if the camp or parent feels that the child needs a life jacket the camp WILL BE required to provide one at no cost. Please visit our website for all the information about this law. We intend to make this mandatory in each state by lobbying the lawmakers throughout the country. The American Camping Association is behind us on this safety standard.
